User cannot empty recycle bin in Outlook Exchange

When the usermailbox is on Litigation Hold items are stored indefinitely. Deleted documents and versions are never purged from the “Recoverable Items”. When the “recoverableItemsQuota” is reached, no deletions from the trashbin is possible. It is also not possible to create new versions, which means you cannot edit document.

Assume a project manager has stored his documents in Tasks and updates this tasks frequently when the status changes or documents are updated. On litigation hold he will sooner or later no longer be able to work, when you don’t raise the quota limit.
